Unpacking the Matrix: The Planning Agenda. This is a handbook that details how the Matrix, a concept developed by the AIMMS Steering Committee, can be used as a tool to assist state education agencies and local school systems and schools in planning.

Fulfilling the Promise : Action Agenda for Maryland's Minority Students. This publication is a compilation of materials from the 2001 Minority Achievement Executive Summit and a follow-up conference held in March 2002. This handbook provides unique information about using "Force Field Analysis" to overcome obstacles. The book also includes an explanation of a tool to assist educational agencies in expediting reform necessary to increase achievement -- "The Action Agenda Matrix for Accelerating Student Achievement."


Then, there is the landmark report, Minority Achievement in Maryland: The State of the State. This 1998 report is the first in a series and informs about the status of achievement among minority students at both statewide and local system levels.

Another key report, Minority Achievement in Maryland at the Millennium, explores potential causes of achievement disparities among groups of students. This report intensely examines the relationship of poverty and achievement revealed in the data. Both documents furnish details about issues associated with achievement gaps between majority and minority students as well as recommendations for the Maryland State Department of Education and local systems to pursue in addressing the problem.
