(8) "Gifted and talented" means opportunities for students identified by professionally qualified individuals as having outstanding abilities in the area of general intellectual capabilities, specific academic aptitude, or the creative, visual, or performing arts under guidelines developed by the Department.

(18) "Gifted and talented" means an elementary or secondary school student who is identified by professionally qualified individuals as having outstanding abilities in one or more of the following areas:
(a) General intellectual capabilities;
(b) Specific academic aptitudes; or
(c) Creative, visual, or performing arts.

(2) A gifted and talented student may enroll in programs or other college-level credit or noncredit courses, as determined by the appropriate college and school officials.
